Mexican prosecutor seeks arrest of ex-president

Ignacio Carrillo is a federal prosecutor in Mexico City who is seeking the arrest of ex-President Luis Echeverria and some other former officials who are said to have been involved in the massacre of student protesters in 1968. On October 2, 1968 police and military officials open fired on a government protest killing many. The strange thing is, is that while officials claim there to be approximately 25 deaths, activists claim that a number of 350 is more likely. I just have to wonder how such a huge difference in fatality counts could occur. I know the government would be more willing to downsize the numbers, but the difference is so extreme in this situation. I personally don't know much about this event, mainly since it happened way before I was even born, but I would be interested to do some research on the topic. Also, some say the deaths were just a result of the confrontation that occurs at the protest, while others say it was a state policy that caused this tragedy. This is also something that makes me want to look up the incident. This article doesn't say whether the protestors got out of hand, forcing officials to take action, or whether the citizens were just being open fired upon. Since I don't know much about this event, I can't pose an opinion on whether the ex-president Luis Echeverria should be arrested or not.
