Baltimore Sees Decrease in Violent Crime

Baltimore has released its crime statistics for 2004 thus far. They state that there is a decrease of 40% in violent crime over the last five years. This makes Baltimore have the least amount of violent than any other big city, also they lead the nation for the largest reduction of crime. But these stats still do not make Baltimore the safest city by far. In the past year, homicide rose by 9.5%, and that is with 9 weeks remaining before the year end. Many of the homicides were drug related. The Police commissioner, Kevin Clark, thinks that the problem is caused by how easy it is to have a mistrial, and the criminal is released if proper procedure was not followed.
