Ban on Human Names for Pets?

Reinaldo Santos, a Brazilian lawmaker, wants to make a ban on naming pets common human names. His reasoning for this is that some psychologists have found that when children find out they have the same name as someone's pet, they become depressed. If this bill is passed, which isn't likely, pet stores and veterinary clinics would post signs displaying the law. Those who break the law would be subject to fines and community service.
